I like your last sentence because the indignant tone is so hilariously juxtaposed with the baseball metaphors, which I like to think people outgrow once puberty becomes just an awkward memory. In seriousness though, fifteen isn't particularly old (I was still an idiot then, but that might just have been me.), so don't get upset if people rip on you.
Anyway, in answer to your question, second base, if I recall correctly, involves him touching your boobs. So yea, that's pretty much what he wants. To put his hands on your chest and get excited.
