International law cant be enforced because of a notion called state soverignity, where nations have independance of decisions. The UN which is the primary international law organ however does have mechanisms such as trade and diplomatic sanctions, NGO's, media, peace keeping, diplomacy, IGO's. These are all inconsistent, and are more of a pressuring system on international law rather than enforcing it. We cant have a standing army for the UN anyways. The big players will just use it to their advantage and this would eliminate the neutrality, making the army, an army of a country. Thus, when answering the question, you need to address the issue of state soverignity and how this creates problems for enforcing international law, but also talk about the other pressuring systems, which 'sort of' enforce it.

it depends on which countries are involved.. example( the Canadian no charged with sexual abuse in Indonsia) Canada could ask for extradision as he is a Canadian Citizen and be charged under our laws... but no likely as this in not in the best interest of canada or the now government. however we do not have any extradition laws with Brazil (i think, not exactly sure) which makes it a safe haven for criminals.

Poorly....if at all. The United Nations has become ineffective & when countries such as our own decide to ignore doctrines we were involved in setting up (e.g. what constitues inhumane treatment to prisoners of war), it's become pretty much a free-for-all.
