He sees that if he begs, he gets your attention. Ignore him until he calms down. When he finally does, reward him with a toy.

I dont think it is ever too late. All you need to do is find the right dog trainer that can figure out what it will take to get your dog obeying you. I had the same exact problem. My little chiwawa (4 years) would constintly beg and beg non-stop. We went searching for a good dog trainer and even though it took 1 and a half months it was well worth it! Does this help? I hope you get the problem resolved!

I've had alot of experience with these sort of dogs ("old dog new tricks")
What I tell people is to ignore him. Really. When it comes over for food, just act like he isn't there, & if you have guests make sure they do the same. Mixed messages are horrible for dogs & take a long time to erase from their minds.
If that does not work, simply tell him "No" in a firm, but not aggressive voice. Do NOT put him outside or lock him up in his cage or in a room, because that's not teaching him anything.
Also, make sure he gets fed around the same time as you eat to lessen the begging.

No table feeding or hand feeding whatsoever. Do not give him scraps when you're cooking or when you're eating. It will encourage such behavior.

I'm sorry but this is a learned behavior and guess who is to blame for teaching him it?? lol Now you need to undo it. My dogs are not allowed to beg. We reinforce this by never ever feeding them table scraps. You need to make him leave the room or sit at a distance that you feel comfortable with. Make him do it, return him to the spot each time he leaves it. Consistency is always the key, and dont back down for one meal and then get angry with him when he does it at the next meal. Make the decision and stick with it. You might even consider crating him at mealtimes. When he is sitting where you want him to sit, do not talk to him, do not make eye contact with him, and do not talk about him to anyone else (if he hears his name that means he will thnk its ok to come to you) But keep an eye out for him, he may start inching back to the table, in which case you get up and put him back where he is to be. It is alot of work, bad habits are much easier to learn than to unlearn. You can also try leashing him somewhere nearby (if he is sneaky enough to run from you when you go to put him back in his place) where you can give him reprimands if he whines and carrys on. Make it clear that this is not a game, and stick to your guns. Soon enough you will be able to eat your meals in peace.

Stop feeding him table scraps around the table. Given enough time, he'll realize it's a waste of his time. But just like kids, if he thinks he can get away with it even 20% of the time, well he's gonna do it.

When your eating or cooking, take him outside or put him in another room with the door closed. When your finished eating, let him out. Feed him dog food, too.

you can train a dog at any age. The myth busters proved that you could. I suggest you just spray him with a water every time he begs.

Put your dog outside while you eat, or maybe down in the basement. If things get drastic, yell at him- not in a soft voice

Are you rewarding his begging? If he begs while you are at the table eating, DO NOT give him scraps. If you want to give him scraps, wait until you are done eating and then put them in his food dish and give them to him where you feed him his food.

Command him to go away by sternly saying "OUT." Point your hand towards the nearest exit. With my boxer, I don't even have to say it. A simple look, and she gets the message.
