Not a 100% sure. But if the training requirements, in that other country, are at a lower standard then Canada. For example, If it takes 8 years to became a brain surgean in Canada, and only 5 in an other country. Then they would have to retrain. It's only fair for the ones studying in Canada, that all have to have the same requirements.

I work with your so called visible minorities and they make the same as I do and have the same chances for promotion. If someone is stuck in a Walmart job, it is most likely due to their lack of education.

'Retraining' is a matter of differing standards and legalities from one country to another, and is the result of being an immigrant, rather than a minority.

don't give me that crap. all you have to do is get some education in this state. do you think we're suppose to let any one who says I'm a dr in my old country operate on people? nooooot!! and as for minority's working low paying job? well news flash buckaroo!! I'm white and have a low paying job. i went to collage to be able to run a business. my choice was not to go in that direction. I'm not ready for the responsibility that comes with it. so if people who are dr's that come to the united states and has to get a low paying job that is their fault. they should stay in their own country so they can practice what they was educated on. don't blame us for your *** up.
