why would a guy stare at me?
i mean, like, do guys stare at pretty girls, ugly girls, ones that have stuff stuck in their teeth?

You would be surprised how often someone doesn't realize they are staring at someone. sometimes they are just off in lala land. If he is making directy eye contact...maybe.

It's not what you think it is.
Women tend to feel very hurt by this behavior because they think it means the guy wants to date that other woman or kiss her or have sex with her etc. For some men this may be the case, but for most men it's just a look. Men are created to be attracted to women. They are genetically designed to notice attractive women. That doesn't mean they're having some sexual fantasy.
Many women take it as some sort of competition as if the man is looking at the other woman because he is dissatisfied with her or because he's on the look out for the bigger better deal. Again, this may occasionally be the case with some men, but generally this competition is imagined. The man is perfectly happy with his current lover and the look is just a look.
This can be very difficult for women to understand because women are not the same as men. Men are primarily attracted visually. For women visual attraction is secondary. Because women have little trouble keeping their eyes to themselves, they tend to expect the same from men and don't understand why it is difficult for them.
To save his wife or girlfriend discomfort, a sensitive and considerate man will try hard not to notice other women. Despite this gallant effort from time to time you can expect even the best of men to look. It's hardwired in their DNA. A sensitive and considerate woman will be understanding and not read too much into it.

I love to stare at people, random people, people I think I know, people I know I know. It's the thrill of that one moment when the persons facial disposition acknowledges my stare and then the long unsure wierdness that follows. I'm going going out right now to stare....

Omg I know, I have the sameish problem
this kid stares at me inyet he has a girlfriend but he just flirts, I'm new at my school and I dont want to be a homewrecker

guys stare at ppl because they catch their attention. all of those reasons are ones for staring, but if you catch the same guy staring often, then he probably likes you.

cos they like you, guys, me included are generally shy or reserved, while girls are not. if a guy is looking at you he likes you. he wouldnt look if he didnt like you.
