Just talk to him. Try to be a little flirty. Bump into his shoulder when your walking down the hall. Touch him lightly with your hand when he says something funny.Make eye contact when you're talking to him.

Do you guys see each other during the day, in classes or something?
You can be like "Hey me and my friends are going to ___ this weekend, do you want to come?"
Or if you want to go without your friends then strike up a conversation about new movies that are out and what he thinks about them, and then ask if he wants to go see one.
Even though you're shy,a nd so is he, how will you feel if you let that slow you down? You'll probably regret it later, especially if nothing happens. So just suck it up and do your thing! Good luck!
