Someone awhile back posted the following, it breaks out by rental car company general guidelines for the major rental car companies for under 25 year old drivers. Because of a NYC lawsuit four years ago, most firms are now renting to "underage" drivers as long as you are willing to pay extra. Sometimes as much as $100 extra a day. In any case, here is a general guideline to go by which may or may not be fully accurate in Texas:

Where are you in Texas? That should be your answer. If you have a valid driver's license and a credit card, you ought to be able to rent a car without a problem.

You can rent from enterprise if you have a paystub and utlity bill.
