Scott Cunningham's Encyclopedia of Magical Herbs. You can get it at any bookstore. So far it's one of the most complete herbal spellcraft books I've seen.

That really depends on a lot of things. What is it being used for? Are you looking for recipes or simply information on herbs? Are you looking for information on spell work as well?

Personally, I love Dorothy Morrison's "Everyday Magic". It doesn't list all herbs or all possible uses, but it is great for exactly what the title says..."everyday magic". I found that I don't need a bunch of stuff...I only use a few select herbs. And I actually got rid of most of my stuff and now only use the stuff I grow and dry myself, which is not much at all.

If you want something more comprehensive, I'm sure there will be other replies that fit better with your request.

Flower Lore by Hilderic Friend is very good, but it's very hard to find... and expensive. The full 2-volume hardbound is about $130
