A dog goes into heat, or estrus, when they are preparing to accept a mate and reproduce. However, it is NOT a good thing to let a feamle have puppies on it's first heat. It would be similar to a 10-12 year old girl get pregnant. They are not physically or mentally ready for parenthood yet.
Females in heat are often hard to live with, bleed on your furniture and floors, and are hard to contain. Females that are not spayed are much more likely to have mammry cancer at some point in their lives, and are subject to pyometra, a deadly uterine infection, and also uterine and ovarian cancer. All these problems are eliminated by spaying. Once they are spayed, there is no more heats or bleeding.

It means the dog is now physically capable of having pups now. It does not mean the dog is actually mature enough to have pups until they are older. An eleven year old girl with her period is capable of having a baby but it doesn't make her mature.
No a dog will not go into heat after being spayed.

When a dog goes in heat it does mean she is maturing, and that she is possibly ready to mate with male, if you want pups, then when in heat is best, they dont go in heat ever 6 mths, and if you dont then fet her spayed or keep boys away
