I had heard there are approx 5 states that do not participate in using the national computer or reprociety. Does anyone know what states they are. I can't find anywhere.

Not legally. While you might slip through the cracks by playing your game you could end up in jail for fraud. In every state you have to sign a statement that says your license is not suspended or revoked in any state.

All states check the NCIC system. Once your license is revoked/suspended/taken away there is no other state that will issue you a license until it has been waived.

Although I don't know the answer...it is irresponsible and potentially criminal to give such a person a drivers license.
