OK, so just ignore the MEAN Answerers....
I'm sure your boyfriend takes his son for annual exams/physicals... and I would guess he's mentioned this fact at those visits. If there were medical issues going on, he'd be the first to know! In addition, the school nurse and/or psychologist would have brought it to his father's attention if they thought it was warranted.
You could always get the child involved in things other than TV and video games.... like playing in the leaves, sports, etc.. there's always time to veg when it's dark out...
And GOOD FOR YOU that you've taken such an interest in your boyfriend's son!

My guess would be its just a habbit. When you get excited I bet you automatically smile. Its along the same lines. I sometimes clap my hands when excited. I get fidgety when nervous, and I rub my feet together when I am bored or concentrating. None of that means I have any disorder.
As always, if you are concerned, take him to doc. Never let anyones physical health rely on what ppl on here say.
Edit:
I was just going back and reading stuff and wanted to add something. The obsession with food.. You guys need to control atleast what he eats at home and what you send him to school with. The eating isnt any kind of learning disorder or anything like that, but could possibly be an emotional disorder. Or could just simply be a food addiction. Most of my family is obese. I am about 20lbs over weight, but I fight every day to not become obese. Growing up, I was never forced to eat healthy and those bad eating habbits continued through adult. I have only recently gained an interest in eating healthy and exercise after I gained an extra 15 lbs last year (which I have lost) and after going through cancer. Its an everyday struggle. Junk food (not just choc and candies, but quasi real food that you could fix for dinner but is really more fattening than nutritional type stuff) just tastes soooo good. Good food releases all sorts of chemicals in the brain that can cause addiction. (look up info on eating disorders for more info on this) The whole good taste thing led to emotional eating at a very early age for me. The sooner you start making him eat healthy and exercise the better for him. And this may mean that you can only have healthy food in the house, and not eat junk in front of him, and get out and exercise yourselves, but the sooner the better.
As far as his cognitive abilities, the tv and video games often encourage very little imagination or brain use.

My son does the same thing when he gets excited. My son is 7. I have never had any of Dylan's Dr's tell me that it is a disorder. My son has a lot of medical problems ( GERD, slow at learning, migraines). My son loves to be outside and play, and that is different from your BFs son. I am sorry that I don't have any real answers for you but at least you know that it not only your BFs son.....lol

If it was just one thing, I would say, don't worry about it, but coming all around the same time, coupled with a developmental disability, your boyfriend should make sure his doctor is aware of all these symptoms/behaviors. The weight gain is potentially the most serious.

Your boyfriend needs to get his soon away from the television, and video games. There is nothing wrong with him "wringing" his hands. If YOU don't have an 8 year old how would you know he was "slow" for his age?

Let me explain to you what I think since you did post this question for any body to answer. Has it ever occur to you that this boy has gone thru some trauma by his parents and "Broken Family" situation!!! Do you understand what is causing that boy physiologically ? He is wondering what is it that you have that his mother did not to provide to his father!! Do you see what I'm saying??? Dont come up here wondering what is wrong with that boy when for one you shouldn't even be in the picture and second the best thing for you to do is stay away from that family. Hopefully the dad will come into his senses and realize that this boy needs a family which at this point does not have.

Lol, no! Two out of my three brothers do that (ages 17 and 6). It's just a habit. I know someone who shakes their fists when they get exited.

No discipline. Someone is allowing him to do whatever he wants.
