Jethro (also called Jether and Reuel) was a prince and priest of Midian who gave Moses a home after his flight from Egypt, and afterwards became his father-in-law (Ex. 3: 1; Ex. 4: 18; Ex. 18: 1-12). It was from Jethro that Moses received the Melchizedek Priesthood. He also gave Moses some practical advice about administrative delegation of responsibility

Jethro was Mosheh's (Hebrew for Moses) Father-in-law. However, Jethro was a High Priest of Midian (sp) Not a priest for Mosheh.

I could not find in the Bible were Jethro is a "high" priest, he is simply a priest. Now one definition of priest is "prince" or "leader" and one who serves God. Example: Easton's Bible Dictionary The Hebrews kohen, Gr. hierus, Lat. sacerdos, always denote one who offers sacrifices. At first every man was his own priest, and presented his own sacrifices before God. Afterwards that office devolved on the head of the family, as in the cases of Noah (Genesis 8:20), Abraham (12:7; 13:4), Isaac (26:25), Jacob (31:54), and Job (Job 1:5). Now I would say that he was a priest to the true God of the Bible. Lived near the mount were God would show up. There are others in the Bible that believed in the one true God, like Melchizedek, that were not part of Israel.
