I think it is a possible idea, but it goes under the logic of karma it would only punish those who were deserving so if karma were to punish the good because of the bad, I would think it was defying it's on existance or purpose.

I think karma is individual. After all, why should you pay for the wrong doings of others, that you had nothing to do with, just because you happen to live in a certain country?

The "Doctrine of Karma" is only for Individual Soul.--Not for countries,trees,mountains etc.it is a mockery of the Law.

yes kamma can have a group action afect also but i have not really thought about it, i suppose it would work the same or similare way to individual kamma
