I made them myself. I bought the small wine bottles, and I created and printed up labels on full sheet label paper. Then I cut them out (with a paper slicer) and stuck them on. They came great. I even decorated them with ribbon, flowers and tulle.
If you decide to do it yourself go to a local beer/wine wholesaler. They can get you them cheap especially if you are ordering a lot of them. I ordered something like 8 or 9 cases. I don't know what the other person was talking about - when they said $5-7 for these. What did they do, attach 5 dollar bills to each one? My favors came out to about 1.50-2.00 each including all the decorative touches. A 4 pack of the small wine bottles even in the liquor store at full price is only like 5 or 6 bucks. That's for 4 bottles, not 1.
Pre-made will cost you a it more.
Wineries that I know do favors are Pindar on Long Island and Hardwick Wineries in Massachusetts.

I found these sites.
One is for just labels and another is for both.
Your best bet would be to go to a liquor store or wine store and buy a bunch of mini wine bottles and print labels on your own, it will be the cheapest way to do it. Some times those stores give you a discount for buying so many in a group.
Make sure you get some that are non-alcoholic for those that don't drink.

Unfortunately- this is like asking for cheap Tiffany's jewelry- it's doesn't exist!! I search and search and search and I think the cheapest I found was still like $5.00-7.00 for a little bottle times by 150 was over a grand for favors!! Those little bottles cost as much as the cheap large ones! A friend of mine did that she said hell with the little bottles went to BJ's wholesale and bought a couple case of wine and relabeled them. They were wonderful but not cheap!
Any local liquor store can order you the smaller bottles since your buying cases of them and they normally come 24 in a case.
Could be where you live- booze is controlled by the state!! They had some really cheap gross stuff for $3.00 a bottle but that was the cheapest! I have never seen it $1.00 a bottle- she must know someone!

I had this dilemma when planning my wedding, except I was only looking for the bottle to put my own wine in.
If you google "wine favors" or "wine favors for wedding" there's quite a list. One that I found: http://www.liliescollections.com/
By the way, this was a HUGE hit at my wedding. You may want to think about getting some bottles filled with M&M's or jelly beans for kids or those who don't drink alcohol.

I was just at a wine tasting in Parma Michigan at a place called St. Julian, they make a blue heron and a red heron wine that is good and they had a display of custom made wine labels including what you are looking for.
