When you are in a catholic church and the "baskets" come around during mass twice for collection, isn't that tithing? Why does the Catholic church which follows the New Testament practice tithing when that is an Old Testament law? Does the Vatican have a say about it?

Tithing is/was a Jewish term for giving a tenth of everything.
That money was collected by the Temple for the poor.
Today we support many charities through our collections.
We also pay huge amounts in taxes to provide services.
Nothing in the New Testament suggested stopping that.
In fact, in Acts, we read how Christians supported each other.
Deacons were appointed to ensure widows & orphans,
were given their share of the daily alms.

the Catholic Church suggests %5 for charity and %5 for the Church. The Church cannot run without money but, the Lord could rain $100 bills on her all day long if he wanted to but he gives us a chance to earn some grace when we give to him---he can not be out given. Why is it that people who want Jesus to raise us from the dead don't think he can give us a few hundred dollars some time should we need it if we give to his Church---it does not make sense

This is more stewardship than tithing. Remember the parable of the talents?

The Catholic Church does not teach giving 10% to the Church. Tithing is the part of the Mosaic Law that covers temple worship.

Jesus fulfilled the Law of Moses.

Christians are not held to the ceremonial parts of the Mosaic Law concerning of dietary purity and temple worship.

Christians are held to the moral law of God, some of which is expressed in the Ten Commandments.

However Jesus took the Ten Commandments to the next step summarizing them into the two Great Commandments:
+ You shall love the Lord your God with all your heart, with all your soul, with all your mind, and with all your strength.
+ You shall love your neighbor as yourself.

And teaching things like
+ Everyone who looks at a woman with lust has already committed adultery with her in his heart.
+ Everyone is our neighbor including our enemies.

Therefore we have to go much farther than the original recipients of the Ten Commandments ever dreamed.

Catholics need to examine thier personal finances, determine what part of their God-given time, talent, and treasure they can freely choose to give back.

For more information, see the Catechism of the Catholic Church, part 3, section 2: http://www.usccb.org/catechism/text/pt3sect2.htm

With love in Christ.

It is not mandatory. People give when and what they can. And most do not send the baskets twice every Sunday - for example, we do it on the second Sunday of the month to take a separate collection for the Heart Ministry center, which serves the poor.

Your'e telling me protestants don't give money to their churches? How do they run?

As far as 10%, we are encouraged to give 10%, but part of that should go to other charity organizations of your choice. So the amount going to the church is recommended to be more like 5% or 6% if I remember correctly.

Of course the Vatican is aware of that, in fact they encourage such behavior, it's what they do for a living after all. In any case if you feel that shouldn't be the case, just don't give money away, or look for a religion that best satisfies your beliefs.
