You can always play games and flirt with him. But if you don't want to waste time and if you want to take the direct approach, then just ask him if he wants to go out. Who says you always have to wait for the boy to ask you out?

Have you tried saying, "Fred, will you go to the movie with me?".
That usually works pretty well. Unless his name isn't Fred, of course. Then it's kind of embarrassing.
Seriously - why not just ask him out yourself? It's the 21st century - you're allowed to do that now.
