They should be reported to your local animal control. They'll send someone out to check on the woman and the other animals.

Start with the lady. If she doesn't offer anything, then a lawyer.
You need to find out what the puppy lemon laws are in your state as well.
This lady may have to provide a replacement puppy, or pay some of the vet bill incurred from the illness.
Here is a list of lemon laws by state http://www.malteseonly.com/lemon.html contrary to the site name these apply to all dogs not just maltese.

Tell her to take the puppy back and either give you your money back or trade the puppy for one that is not sick. If she refuses, tell her you'll contact a lawyer, especially if she knew about it before the sale.

you should tell the person who sold you the dog, if she refuses to refund your money or give you a healthy pet in return then you can get a lawyer and sue for your money back. I'm not sure but you may be able to tell animal control...

In an ideal world You kick the breeders head in., obviously you can't do this.Unfortunately , they should never have been breeding in the first place., report them and make sure they are shut down and unable to breed ever again . Irresponsible and uncaring profiterring makes me sick
