Best would be to ride the bus and metro. You can find route map, schedules, info on how to transfer from pt A to pt B, etc. and more useful info at http://www.wmata.com/ (site of Washington Metropolitan Area Transit Authority). Depending on how much traveling you are planning each day, it may be a good idea to buy a daily pass that gives you unlimited rides. Again details are on above site.
While I can't recommend any clubs, for general sightseeing it would depend on your interests. Some popular attractions would be the White House (inside tours also possible if you plan well in advance - http://www.whitehouse.gov/history/tours/), Lincoln Memorial (http://www.nps.gov/linc/) and surrounding areas, the National Mall and Memorial Parks (http://www.nps.gov/nama/), various museums in the Smithsonian Institutions (http://www.si.edu/museums/), the Pentagon (http://www.whs.mil/visit_pent.cfm), Capitol (http://www.aoc.gov/cc/visit/index.cfm, http://www.senate.gov/pagelayout/visiting/a_three_sections_with_teasers/visitors_home.htm, http://www.house.gov/house/tour_services.shtml), and more.

The metro goes just about everywhere, and isn't too expensive. Cabs are also available. As for sightseeing, we have lots of Smithsonian museums and monuments, most in the same area. There is a tour bus from union station that you can hop on and off of to sight see, I think its the tour mobile. Also the zoo is nice and free. In VA visit Arlington cemetery and mt. Vernon. Not sure what type of music you like but if you're into hip hop, love is good on Fridays, and h2o on Saturdays. Also check out Adams Morgan, they have smaller clubs for a variety of tastes and is metro accessible. Make sure to check out the canal and waterfront in Georgetown. The shopping there is also pretty decent. Pentagon city is also a good place to go for shopping. Also you can check out the bars for happy hour in Georgetown as well as downtown near gallery place. If you have any questions feel free to im me.

Metro rail and bus (www.wmata.com) will get you around fairly well. The buses are far more reliable in the city than they are in the suburbs, but you can still get by.
