my friend returned to her home country and has been there for 8 years....and is married to a US citizen....what is adjusting status? and how does it work?

There's no amnesty.

If she overstayed she must have been barred for 10 years. However, if she's married to a US citizen 'in bona fide', he can petition her based on marriage.

Since she's been out of the US for 8 years and it's a long process, her husband might be able to start filing the papers now and by the time she's approved (IF she's approved) she'll have already been out of the country for at least 10 years.

She can't 'adjust status' because she does not have any status yet.

You need to understand that the petition might be rejected. It depends on her particular circumstances.

Her husband needs to file an I-485 in order for her to adjust status. The only problem is, that if you haven't adjusted status it's a hassle to get back into the US.
She needs to bring a lot of proof.

A person can only adjust their status if they are here in the US. If she was deported she was ban from returning to the US for a period of time, if she leave on her own, her husband can now petition for her

basically adjusting status you have to fill out the correct paper work I suggest your friend getting a lawyer that specializes in this as it will be ess work for her and less headache
