Because many are overconfident twits. They overestimate their own capabilities, and underestimate the capabilities of Mother Nature. In most cases, it does not take a rocket scientist to realize conditions are not optimum, and compensate, but a lot of drivers are not rocket scientists.

Vince M has hit the nail upon the head.
Furthermore, the newer 4 wheel drive systems have increased the confidence of these mediocre drivers. They never realize that while driving traction may be increased, stopping is the same. And worse in bad conditions.

It is NOT that they drive any differently in inclement weather.

In fact, THAT is the problem. It is the weather that makes driving more dangerous, and, if drivers do not slow down and, otherwise, allow for the additional hazzards of driving in bad weather, then they are, in fact driving dangerously for not driving any different than they do in good, daylight weather.

Imagine yourself in a heavy rainstorm, and you think to yourself, "Uh oh, i better really be careful." Your pretty much making yourself more paranoid to not get in an accident, and when your up tight about being careful, your more prone to overlooking something and actualy driving more dangerously.
For example:
Your driving in heavy rain, and think to yourself watch out for that puddle, drive around that pothole, i hope this guy behind me doesnt tailgate too close....
...O NO THERES A KID IN THE ROAD AAAAAHHHHH!!!!
you skid, flip over, and hit a pole.
