They pay for many public improvements depending on how your county or city spends it's money. In my town it pays for transportation improvements including paving of the roads, traffic improvements, etc.

Excise taxes also cover the costs of specific government services. The Federal Use Tax on Heavy Motor Vehicles goes toward maintaining the interstate highways. A tax on airplane tickets pays for security services at the airports.

Like any tax, it's an income stream for the government. Some are used for social engineering by making the price of targeted goods artificially high. Alcohol and tobacco taxes are a good example of social engineering.
