Any "baptized Catholic" can receive a Papal or Apostolic blessing for Anniversaries, Weddings, Sacraments, Birthdays, Families, Personals, Conversions, etc
By experience I can tell you that some Catholic churches dont know how to do it, or who can get one, so contact the Chancery Office of your local Diocese and they should be able to give you the information for a Papal Blessing Application.

They will send you a print certificate (I think its $20), but if you want the parchment, handpainted with calligraphy design($45) you will have to request it directly from the Vatican Servizio Assistenziale del Santo Padre,

I think the best thing to do is to ask your Parish Priest and do not delay, as these things can take a minimum of 3mths.

are you asking about a Blessing from the Pope...if so you have to get in touch with Vatican in Rome
