Yes. Each main breaker or fuse for each of the phases is rated at 200 Amps, for a 200 Amp panel. Each hot wire can carry up to 200 Amps before the main breaker trips (or fuse blows).
Now, that doesn't mean that 200 Amps is flowing all the time, In fact rarely would you see such currents flowing. That is the maximum capacity, only. Most of the time the panel would be running at much less current, and hopefully equally in each phase (balanced load).

I suspect you are talking about the capacity of a panel. The 200 amps is capacity on a per phase basis. Your actual load will of course be considerably less.

3 phase is not available for residence without special clearance. The total current is determined by the power supplier and no there is not 200 amps per phase. You can run a crane on 200 amps!!

the capacity is 200amp
the hot wire sizing is chosen to carry 200amp
the maximum load allowed 80% of 200 or 160amp
so the hot wire actually carrying 160amp.
