I do not see another location that would have as many individuals that have done their home work on evolution. What I want is a cognitive discussion on the evolution of Higher Cognitive states in humans. In addition to brain evolution I want to also include the physiological changes required for the acquisition of language.
My only question at this time is; who is willing to have this discussion with me?

Language acquisition is a HUGE topic that contains its own college course.
The "development" (not the same as evolution) of higher cognitive states is a process that continues throughout the lifetime. This is addressed by Jean Piaget.

My guess is that your claim is that Evolution doesn't allow for physiological changes in the brain that enabled the acquisition of Language?
In reality, it must. Evolution is a result of small changes that are adopted through an increased ability to procreate. As pre-human behavior changed due to environment, certain traits made procreation more successful which rewarded that trait by including it in with survivors who adapted to the changing environment.
For instance, early humans may have been able to survive better because of an adaption to the brain which allowed them to communicate a little better and hunt more effectively. Then as a result of added protein in their diets, the brain was able to enlarge, overtime. Creatures who have an increased ability to communicate have a better ability to adapt and survive, so that trait was continually enforced through procreation. The environment has generally dictated which creatures are successful in evolution and which ones aren't.
Now Humans dominate most of the earth, because of our ability to communicate helps us adapt quicker, survive longer, and procreated more successfully.
