I agree, a lot is in the eye and mind of the photographer, but that doesn't mean it can't be taught or learned. Get some art books, they usually cover composition in some detail. Look at good photos, and pay attention to the elements that make up the image. . Usually the subject will stand out because of composition, color, focus, or a combination of all. Try to decide what leads the eye toward the subject and why it works. Inversely, look at snapshots and see what failed to accentuate the intended subject. With some thoughtful practice, you will begin to understand the art of compostiion and apply it to your own work.

Photography is an art form and - just as in oil painting - you may have an inate ability for composition. Or not. What I'm suggesting is that good angles in photography have to be seen by the photographer and can hardly be taught. Other than a basic rule of thirds (for example, the horizon is placed in the top third or bottom third, never the middle).

This can either be done by creating the effects then carefully taking photos or by the use or good photo editing software.
Real angels are like one in a million and are hard to catch. Fake ones just take time and good software.

Go to the Kodak website and read photography lessons there. Or go buy a photog book or join a class.

good angles can be artistic, something to showcase the most or interesting viewpoints in the picture, just fool around to see what looks cool

its undescribable! u need creative flare. its unique and personal. try at all angles, just snap away, you'll have soem good ones which dint even take much effort at times.

It's hard to explain. You kind of just know what works. It's not something that can absolutely be taught.

i love to take pictures, i try using my hands and putting them in cupped circles in front of my eyes to get a better look see and whatever i am looking at, and try using different shapes, (with youre hands) instead of circles.
