I am unsure of the official reasons, but it might just dispel the internationally held perception that Texans are a bunch of xenophobic self-centered rednecks who, even in the 21st century, can see no further than beyond their own backyard.

Insha'Allah, you need to do "language studies" in Texas for several reasons.
First, one must be able to communicate in a manner that will enable said person to transfer his/her ideas, thoughts, expressions, needs, desires, etc. readily to others in an intelligable manner. Such is one of the most important aspects of a society.
Second, one needs to be able to understand and/or comprhend that which is being communicated to said person by others.
In Texas, Spanish (spoken by the majority of persons residing in that state) and English are the two most common languages utilized in that area. To be employable, as well as a productive member of society, one should be able to converse well in one or the other of these two languages. Preferably, it would be in the best interest of any individual living inTexas to be well able to converse in both languages.
One may also need to learn a language, or a variety thereof, for other reasons.
If one is a Roman Catholic ( a predominant religion in that state), being able to read and speak Latin might come in very handy should one wish to learn more about the church history of Catholicism.
For any one who professes to be a Christian (regardless of denomination or sect) learning Hebrew, biblical Greek and Aramaic might also be an asset so as to allow the individual to study the scriptures and their development so as to arrive at a competent understanding of the same.
For anyone who is Muslim, Arabic is very important so that one could read the Holy Qur'an and the Sunnah al Hadiths, as well as to assist one in the study of the life of the Last Prophet, Muhammad (salaahu 'alaihi wasallaam).
As Texas is truly a "melting pot" of world cultures, learning Chinese, Japanese, Korean, Vietnamese, French, Italian, German, Polish or any other slavic language might be handy for both professional and personal reasons.
A final reason as to why students in Texas must learn a language is that the same has been mandated by the Texas State Legislature as part of the curricullum and is one of the requirements for graduation from the public school systems.

Language helps one develop his or her thinking abilities, as well as the neural pathways in the brain. Possessing cognitive abilities and thereby being able to think, make wise choices and communicate with others effectively is a very "good" thing for one to be able to do.
