Stain cloth with weak tea - this gives it an "aged" look. I don't know how well it would work with synthetic fabrics, but does well on natural fibers. (Do you mean "primitive" cloth as in weave texture? - you can buy fabrics with a "slubbed and nubbed" weave - imperfections in the yarns or threads that give it a more "home-made" looking texture.) Anther thing is stitching with wide hand made looking stitches, fraying edges (no selvages showing), no fancy binding tape, etc. or very careful overcasting of the edges of the fabric. Hems could be frayed, etc. Fabrics could be sandpapered or stonewashed.

Rust is oxidation of metal. Add water and put it in circulating air.

I'm not sure about how to make cloth look primitive, however I can definately help you on making an object look rusted.

Modern Masters has a line of products called Metal Effects, one of their effects is faux rust. In less than a day you can make an object appear rusted. It's waterbase products and they are amazing. I've used it many times.
