Actually, there IS a way to get to know that person ... and it is by contact between those you and that other person have in common ...
How do I know this ... well, this summer I met a special someone .. but when I first met him, we were down on the farm (literally -- both our families own farms) ... and MY Sibling wanted me to take photos for the farm's website.
So although I did not notice him (or his interest in dating me) at the time, BOTH our siblings DID notice ... and started thinking ... dropping hints, arranging that we would be at the same events over the summer months .. and finally (Hey, I am a long term single!) ... it got to be DIRECT HINTS ... so I finally gave in and gave out my phone number.
After that first date, we have been together ever since! So do NOT discount those that know both of you ... you can express interest, talk to the common 'friends' and they will or may try to set something up so you two can meet for sure!

If they truly found a connection they may try to roam the area again and see if they see you. You might want to try that too because who knows, you two could run into each other at the same place again. If it's meant to be, it will happen

I believe that this has happened to everyone.
The realization that you could have/should have acted quite often comes too late after the fact, to be of any use.
However, having said that, who knows what fate awaits us, and you could bump into that individual again, and rectify the situation.
