you can get pre-paid cards at the cash advance places.
paypal requires a checking account.
if you have a checking account, then request a debit card from your bank.

E-bay now owns Pay-Pal. E-bay doesn't have a stellar record at protecting user information, Pay-Pal does (at least prior to being bought by E-bay). I have used both for several years, and I still trust Pay-Pal security. I wouldn't give any financial information to E-bay.
