I live in Scotland and i wonder if for example i had a car number plate beging' SO then 06 making SO06 the first 4 digits of a car does that mean that csar is from the Glasgow area? I have been told recently that the 06, 07, 08, 09 combined with the firt part 'SO' etc part of a number plate depends on the are that the car is from.. is this true?

It once upon a time was easy to tell a straight forward wnumber plate by the first letter, now tho it seems complicated.

does anyone work in a car manufacturing or car sales that could inform me of the new rules?

The first 2 letters signify where the vehicle was registered.

Anything starting with S was registered in Scotland.
SO is Edinburgh.

The numbers signify the year the car was registered. Anything below 50 was registered in the first half of the year.
e.g. 06 was the first half of 2006.

Anything over 50 was registered in the second half of the year. Take away 50 to get the year.

e.g. 56 was the second half of 2006

It's true that the first two letters relate to the local DVLA office where the vehicle was registered. Glasgow got SA to SJ, Edinburgh got SK to SO etc. Edinburgh also got TN for a while this year as DVLA decided that SL07 and SN07 were too easily tweaked to SL UT and SNOT.
The 06, 56, 07, 57 parts relate to the vehicles age, and the last 3 are random.
See http://www.dvla.gov.uk/media/pdf/leaflets/inf104.pdf

Yes the first two letters on the style of AB07 DEF show the location of where the vehicle was first registered. For a full list see the link below.

On older style plates, format A123 DEF or ABC 123D then the last two letters of the three letters denote the location of where the vehicle was first registered.

In Ireland it is great...an example is

07-D-2556

That means the car was the 2556th car registered in Dublin in 2007. So easy. The UK is complicated.
