I think there is only a hairsbreadth difference between them.
Fair:
1. free from bias, dishonesty, or injustice: a fair decision; a fair judge.
2. legitimately sought, pursued, done, given, etc.; proper under the rules: a fair fight.
Just:
1. guided by truth, reason, justice, and fairness: We hope to be just in our understanding of such difficult situations.
2. done or made according to principle; equitable; proper: a just reply.
3. based on right; rightful; lawful: a just claim.
I don't anthropomorphize god; but I guess you could say he/she/it is fair and just, because the laws of the universe are consistent and unbreakable.

Actually - you know the one single word in the Bible used the most frequently to describe God is not fair or just or even love.
It is "holy". Google that.
I think the more we learn about holiness, the more we will understand the character of God.

Ask 6 little kids who all want the last piece of cake what is fair and you will get 6 different answers lol.
To be fair, you assume that everyone gets an equal portion. Just is short for justice, meaning that what you have lost is returned to you and you are "made whole".
