A bit bleak if you ask me, but I would say that yes, God as defined in the Bible is a totalitarian ruler (in that he exerts absolute, unquestionable rule over his dominion) and DOES indeed engage in purges.

First of all you dont even know what happened. God gave the people over 100 years to part from their wicked ways, and they just simply refuse. What good is it to GOd to have wicked people in Heaven when HE is LOVING, He's Pure, He is Kind, ANd GIVing. Wickedness wouldn't do him any good at all.
