my cousin has twins about the same age, she gives them supper, bath, bottle and bed. She uses a night lotion i think its from the Johnson range, reads them a story and they fall asleep. I wouldn't rec commend the crying technique as they are to young and it doesn't always work

At this age you could try the let them cry technique or if its the problem that one of them is keeping the other one up, then seperate their beds into different rooms.
I found the only way to get my kids to sleep was to let them cry. Sounds cruel but sure beats trying to get them to sleep by rocking, patting or bottles.
Also make sure that they really are ready for bed when you put them down by making sure they run off all that excess energy followed by dinner, a warm bath, story and then a kiss goodnight.
For the daytime, make sure they aren't hungry and have had a big play outside before bed. One sleep between 11am -1pm or so would be appropriate. at night bedtime at 7pm.

Keep them up during the day-time except for naps, but when it's time for you to sleep then you lay them down and they will sleep at least five hours.

if there in there on bottel u can put a bit of bourbon with it if there crying coz there teething it will num the mouth and make them sleepy
its what my dad did with me he says worked good everybody diffrent i surpose hope this helps
