Yes, all bishops (including the Pope), priests, and deacons can perform marriages.
Popes have performed many marriages over the centuries. Unfortunately modern Popes don't seem to do many.
In 1452, Emperor Frederick III and Eleanor of Portugal were married by the pope.
Theophanu and Otto I (the Holy Roman Emperor) were married by Pope John XIII on April 14, 972 at Saint Peter's.

Yes, he could. He is a priest, and he is also the Bishop of Rome. Popes have pretty busy schedules - I don't know if any of them would have time to perform many marriages though.

The first 30 at least were allowed to be married, and most of them were.
I think they all married before becoming Pope though.
Celibacy only became the position of the Church after 1100AD.
OOPS, I misunderstood. Yes, of course he can. It would only be a very high ranking person they would consider using a Pope to do the ceremony for though.

Yes indeed,He is in fact the Bishop of Rome and can perform marriages but time is a barrier because of all the administrative work he does.

Sure. He is still a priest.
He does marriages, baptisms, Mass, confession, etc
