i can do if he doesnt want to sign over his rights he hasnt seen her or provided for her in 2 years i just dont know if he woul i think he wouldnt just to make my life harder my husband wants her to have his last name he has been providing for her since i met him and her biological father couldnt find a job couldnt suppory her would come over to pick her up mostly to see me he would speed in the car with my daughter when he would come to pick her up and see me ready to go out i felt that he used the excuse to come for my daughter hoping to se me and work something out.

Yes, you could file that he abandoned your daughter and the court could take away his rights as a father.

take him to court for child support. he will either step up and be a dad or sign his rights over.
