a victim was beathing (irregularly) - does this mean their heart was active as well? what kind of activity could that be (VF, VT, asistole)?

The heart can go down to 27/0 and the person is still breathing and even talking a little. It can go below that and they are put unconscious, but still alive, if they can be resuscitated.

If a person has a heart attack, it will depend on what the heart is doing as to whether the person can breathe.

With Vtac or Vfib the heart is still functioning but in an inefficient and dangerous manner. Breathing would change but usually would not stop immediately. The longer the heart is beating abnormally, the higher the chances of loss of respiration.

Asystole is a stoppage of heart function and respiration stops soon after.

you can't determine the heart rhythmn based on the regularity of breathing. To determine VFib VTach or asystole you probably need to be looking a some sort of heart monitor. However, aystole no rhythmn so you can determine this when there is no pulse. However, if you have any of the above rhythmns you should be prepared for them to stop breathing.

if their heart stopped they might be breathing for a while. the heart is what pumps the blood and the blood carries the oxygen thoughout the body. if the body doesn't get enought oxygen, then of course the person will die.

so i say, no, just because their breathing, doesn't mean their heart is beating.

When heart stops , respiratory center in medulla does not receive blood. So breathing stops.
