I just adopted him on Monday. He is gray and white. His name is Wolf, (although I may change it), He's not hurt or sick. He seem's happy when he makes this sound. I don't really know how to explain it. I was raised around German Shepherd Dogs my whole life, but I never heard a dog make a sound like this. It's almost like he is trying to talk to me. Is this normal?

Sorry, it's hard to decribe. The best way I can explain it is its a mix between a growl and a purr.

Siberian Huskies are a very vocal breed. They rarely bark, but will "talk", including a low "woo" sound or a "grumble" that verges on a howl.

It's unique to be sure, and if you haven't ever owned the breed, it may strike you as a little bit odd. :)

I have heard dogs and cats make some really amazing sounds.
Myself I have had two dogs that made a purr like sound and used to board a Husky that sounded like it said Ma-Ma.
Presently I have a Schipperke that makes an odd roarer when she wants something.
So maybe we just need to learn their language now.
Give yourself time and you will get to know her sounds.
As long as the dog doesn't appear to be in distress then don't worry.

Huskies do talk to you. If he doesn't sound like coughing or something stuck in his throat and is having no trouble breathing, he's probably talking to you. Try to find someone near you, maybe a Husky breeder, who can meet your dog and tell you if the sound is normal. Hard to say over the net and you don't describe what it sounds like.

Huskys are very vocal dogs. And it sounds like you have a very intelligent one as well. He is trying to communicate with you. Encourage him and react positively when he makes those noises at you. The longer you have him the more you will be able to decypher what those tones mean. Like he will tell you when he is hungry, wants to go out, bored and wants to play. etc. Good luck with him...

Huskies are vocal dogs and can make various sounds.. many of them will "roo roo" at you to get your attention.

and he would rather be in a pack....
diggin a hole in the dirt, chasing rabbits or
draggin' a sleigh.
maybe there is something about you that dont smell right.?
IF you are a girl.
I'd bet thats what it is.
