Every nuclear country has signed a no-first-use agreement, except the US.
But in a bigger view I don't think any country is going to be the first to use nukes. No national leader can imagine a scenario whereby he stands to gain anything by using nukes first, because whoever plays the opening round in a nuclear war becomes the villain of the world. Everyone would gang up on him and he would lose in the end.
I think terrorists might use nukes if they could get their hands on them. Even then, the nuclear material in the weapon used could be traced back to a country and that country would be in big trouble.
We see a lot of neo-cons on this forum urging Bush to use nukes on Iran. I think this shows just how out of touch with reality neo-cons really are!

God forbids, hope nothing happen like this. Its hard to say which country will use the nuclear weapon. All the countries have built up thier nuclear arms race. Recently Iran's nuclear convey said if threatened we shall use the nuclear arms".
Its kinda foolish to take the name of country which wil use nuke, because all most every one is equipped and they know the aftermath of usin it, the country which suffered will drop back the nuke which will lead to new war. Nuclear is a gift, but When power lie in wrong hands this wht happens.

Very hard to say, but my guess is that the target of the attack would be either the US or Israel, unless it was an exchange between India and Pakistan. Regardless, whoever uses them first will probably have a high temperature for the day in the thousands soon after.

Do you trust an aging early warning system, an economy in collapse that can't support updated training and monitoring of sensitive equipment, a country with one of the greatest nuclear accidents in history...? I think an accidental launch by the Russians is our biggest risk....

You have to try to understand the acronym MAD. MAD means Mutually Assured Destruction.
Taking that into consideration, no sane country would fire a nuclear missile.
But if worst comes to worse and a nuke is fired, the first country to fire would be the first country to be destroyed.

Impossible to say- not enough information. The USA has NEVER had a first strike policy and never will. Russia has not either.
Japan was warned about both bombs before they were dropped. The refused to surrender twice.
Lanier- looks like you need to understand the fundamentals of nuclear strategy to get the meaning of the question. We haven't nuked Iraq and we will not.
