I need a fillable 2006 1099 form to help a guy out who never paid his taxes or sent out 1099 for his business. Can anyone tell me where he can get one that won't be considered fraud and won't get me in

He'll have to order those from the IRS. The downloadable version cannot be filed. Many stationery or office supply stores sell them but they're available for free from the IRS.

He should probably prepare for some howls from the people he paid who have almost certainly already filed their tax returns if the amounts he puts on the 1099s differs from what they claimed when they filed.

If you don't know what you're doing -- and the fact that you are even asking the question leads me to wonder -- refer him to a tax expert to take care of this. You're leaving yourself wide open if you don't know how to properly handle this.
