Considering that every year is light-years in developmental differential, I think it would be best for the 17 year old to find people his/her own age to hang out with.
For one thing, a precocious 14 year old is jail bait in any book, and a pile of unnecessary drama waiting to happen. A 17 year old boy will not have any idea what this kid's limited history could include, or what else she could be up to. If she gets into trouble, the 17 year old is an immediate suspect. Better to leave well enough alone.
At age 18 the rules change entirely... at that point, one MUST hang out and date ONLY 18+ year old people. It doesn't matter how "mature" the other kids act. If you are caught running with people younger than yourself, you can be accused of all sorts of junk.
Sex with anyone under 18 at that point will be considered "statutory rape".

I think this is an awesome question!
Personally i dont have a problem with an older guy kissing younger girls...As long as you actually have some interest in them. Dont just play the girl because girls that young tend to "fall in love" like this *snap*. Dont let that freak you out though. Just be sure to take it slow.

Thats about the age i was,i was 18 she was 16,a little bit of a difference but it is illegal unless parents dont mind the dating deal.This was 17 yrs ago though our son is now 15,

Depends on the boy and depends on the girl. Make sure the person you are intimate with is serious about you! Unfortunately the best way to learn how to tell is by experience.

There is nothing illegal about kissing and it's a matter of personal choice to do it or not. You can't generalize because of the age difference, people are individuals there for act as individuals too.
