i'm 22 and my driver's license expired about 3 months after my 21st b-day. since i'm away at college (out of state) for 9 months out of every year, i don't drive, so i was wondering is there a penalty for renewing after the license has expired?
i checked my state's dmv site but it doesn't say anything about that.

In most states, they only make you retake the test if your license has expired for a year or more. But it depends. Check the renewal policy, or tell us which state you're in.

The only time you can be fined is once you enter your state. I know this because I was in the same situation about 6 months ago. Your driver's license is still valid, so long as you are not in your state of residence. Although you should take care of this as soon as possible.

The penalty would be having to take the test again , and having your insurance go up because you lost credit for the years on your original licence.
