my uncle thinks he has a mental disorder but I dont think he does...
He always goes inside and my uncle has tried puting his snout in the pee and poop(were he smells it ) and putting him outside and sternly telling him no. Hes not a puppy hes about 4 yrs hes a westie.
He hates it outside and when we do put him outside(we have a fenced in backyard) he barks and barks to come in and he poops on the deck outside... I dont know what esle to do...?

Westies are more a breed suited to indoors where they can be with their family and cared for properly. No wonder he is barking. He poops on the deck outside because you haven't taught him to poop in the yard, instead your uncle traumatizes him by rubbing its nose in its on piss and poop. What kind of people are you?

Your uncle needs to STOP this behavior of his immediately. It does no good and is harmful. Buy a crate for your dog. Just big enough for him to turn a round in and stand up in. Keep him in the crate when you (not your uncle) is not closely watching him. Since it's your dog, it is your responsibility to teach him.
Take him outside every 3 hours at least. Make sure you spend a lot of time playing with him and brushing him. Don't use the crate as punishment like your uncle is using the outside. If you keep up crating and taking him potty frequently, he will probably become house trained.
I think you would benefit by searching dog training on the net and learning some ways to teach your dog some Neat things. It would be fun for both of you.

You need to start over from the beginning. NEVER put a dog's face in it's own excrement! As for getting him house broke you need to put him on a schedule and stick to it. Within fifteen minutes of eating, sleeping, playing he needs to go outside and stay outside until he goes. Keep your eyes open and if you see circling behaviors take him outside. Try going outside with him and praising him when he does go where you want him to. Positive reinforcement can work wonders.

Please keep your uncle away - far away - from the dog. Your uncle's punishments are not working - and he is being cruel to the dog. It's your job to stop this from happening, completely and for good. There is no excuse for being so cruel.

the bad thing is you cant physically punish your dog for accidents. They don't know why they are being punished. Positive reinforcement is the key. Also he may need to be on a schedule.

Watch for signs like sniffing or circling the floor.

I think he has you trained and if you don't behave as he wishes, he knows what to do to get your attention. There may be better ideas but my thought is to put up a runner so that he can only go where you put him. Don't leave anything around he can chew up cause he sounds pretty smart. Discreetly watch and when his business is down, say all the proper things to him and bring him in. If he doesn't go, leave him out. Sometimes it just has to be tough love.
