No, I don't think the entire state is doomed. Forest fires are common there, however, they will be sorted out in time. I have no idea how the people will go about their homes and things. I just hope it won't turn out to be like Hurricane Katrina -- unorganized.

Please take the time to read a report your estimation of millions is very off at last count roughly 400,000 people were evacuated and 600 houses had burned with people losing everything..
Lets do the math to have even 1 million people losing everything there would have to be 1666.6 people living in each house that has burned..
1,000,000 / 600 = 1,666.6
Do you honestly believe that 1,666.6 people live in any one house anywhere in the world.. Let alone California?....
Now please get out a map of California... Look for Bakersfield (I know that's a bit north of where the actual fires are burning but it's large ad easy to locate) Now look to the south of Bakersfield... All the fires are in that area... Now look North of Bakersfield ... WOW look how much of California there is in that direction...
While the fires are a tragedy California is a very large state, the fires are effecting a relatively small portion of the land and the population.... California will bounce back...

No we are not doomed here in California. This is fire season for us and when the Santa Ana winds started on Sunday blowing in some places over 120 mph power lines were knocked down and that is how the majority of the fires have started, a few are arson.
