In my high school, this girl shares english class, which is always my last class of the day. She also practices cross country, of which I'm a member too.
Anyway, she is nearly always looking at me, usually smiling and I also look at her a lot.
She doesn't have a boyfriend, im certain of that but I'm not sure what to do of this.
I've tried talking to her a few times, although I guess that the conversation ideas were kind of weak (HW, how did you do on race X). She gladly answered but usually conversation ends there.
And so I'm confused, is she interested in me? She has tried talking to me, but its always been kind of meaningless things that wouldn't really lead to a conversation. Is she shy, not interested in me, or waiting for me to show signs of mutual attraction before taking any action.

She could very well be shy and you can keep talking to her even if it's just a quick question. If you show real interest you may get her started talking more eventually. Shyness a real booger to get over. I was very shy in school and I paid for it by having few female friends.

I think there is definetely an attraction there. I know conversation starters are hard to come up with. But start off with similar things like pets, instruments, hobbies, books, movies, music ANYTHING that will lead to you learning more about her. I think it might be a little awkward sinc eyou can never seem to talk to each other so try a conversation and see wher eit leads my guess is she likes you just as much as you like her but just needs a chance to show it.
