I want to get nice upper and lower arms. I want to know if it's better to life weights or do push-ups.

push ups only offer very little resistance, only 60% of the total bodyweight. once the body becomes acclimated to that training load there will no longer be gains in strength or an increase in muscle size. if you are new to resistance training your body will most likely adapt to the push up after several months of doing them regularly.

for strength and stimulating the muscles for size resistance training blows away push ups. after a couple of months they are basically useless except when used to warm up the shoulder girdle.

Push-ups are a great way to begin a fitness program, but they will only get you so far. Variations on push-ups (such as doing them with your feet on a step or chair) can increase the intensity, but you'll be able to change the intensity more using weights. Also, push ups primarily work the chest and triceps (the muscle at the back of your upper arm.) With weights you can get a more rounded work out if you add exercises that also target your biceps, forearms and back.
