It doesn't. The War Powers Act only applies when the President does not go to the Congress for an authorization to permit the use of force. That's why it didn't apply in the Gulf War because President Bush the Elder got House Joint Resolution 99 passed by the House and Senate before we commenced Operation Desert Storm. And President Bush the Younger got the House and Senate to pass House Joint Resolution 114, which was signed into law as Public Law # 107-243 on October 16, 2002. We began military operations against Iraq on March 19, 2003.
