If so, would Iran be justified in entering northern Iraq to pre-empt a terrorist attack?

Kurds are associated with Iran, Iraq, Syria, Turkey. I have also heard of them in Pakistan and Syria. They are often nomadic. My opinion would be if Kurdish terrorists were messing with Iran, they wouled thave the right to persue them into Iraq. But, I'm pretty sure that Bush would take a different view and attack or otherwise punish Iran with military action. If Iran, the push would be into Eastern Iraq. If Turkey Northern Iraq.

They have, not sure how recent. Sad fact is Iran can return fire.
Big difference is that the Turks have a real Army.

The Iranians have lots of poorly trained, under educated troops.

The really big difference is that they, unlike Turkey, are not a NATO member.

They do not want to start a shooting war with NATO. They are speaking loudly because they have no stick.

They even downed a helicopter a few months ago but the issue is they are not coming from northern iraq.
