Hell yeah.
Although it seems the majority of the breeding population are stupid. And no one could ever hold back that tide.
i think there should be a basic competency test before people can copulate, or certainly before procreating.

Yes I would!
They are everywhere. Have you been to Europe, Asia, or Mexico? It is the same as in the USA. Everywhere there are moms that are yakking gossip on their mobile phones while their kids are annoying, other people, throwing rocks at cars, and getting in trouble. They do this within inches of their stupid parents.
They never have money, so they always need some kind of handout. But, somehow they always have money for cigarettes, drugs, and booze.

No, because someone would have to be the one who decided who was stupid and who wasn't. It wouldn't work out so well for many. I know it is very annoying and unfair that people who want children and are unable to have them suffer the loss and watch as ignorant, abusive, overbearing and yes,stupid people go on having children and making messes of their lives. Sometimes stupid people end up with wonderful children. I just wouldn't want to be the one who decides.

well I personal think that stupid people shouldnt because they would end up having there kids be stupid too... And if the parent did stupid things the child would follow in there footsteps.

thats mean i would be inclined toward keeping child abusers who are not necessarily stuipid from having kids evil people can be bright and slower people can be nice
