It's just as others have said, the #10 is smaller and is used for revolvers while the #11 is a tiny bit larger and is used for percussion rifles and shotguns. The reason the #10 is a bit smaller is that the nipples on a revolver have to be slightly smaller than on a rifle or shotgun in order for them to fit within the confines of the frame of the revolver.

The only real difference is the circumference of the copper rim. #10's are generally used for black-powder revolvers while the #11's are used mostly for rifle nipples. #11's have a larger circumference than #10's.

It's just a size and dimension difference. A #10 is typically used for cap and ball revolvers, and a #11 is typically used for firearms having a nipple for the cap.
