A cow is a female bovine (though other types of animals like elephant females are called cows too.) A steer was born a bull but has been castrated. On our beef cattle ranch the bull calves are almost always castrated unless it is an exceptional animal and we need another bull as a herd sire.

A cow is a female which has most likely had calves. A steer is a male that started out life as a bull until he got his nuts cut then he is a steer. and most steers are put in a feed lot and fed grain instead of grass which makes the meat better.

If they have given birth, the females are called cows. If they have not given birth they are called heifers. A steer is a male that's been castrated.
